Election manifesto, July Charter to be implemented gradually: PM

Prime Minister Tarique Rahman on Sunday said that the government will implement the election manifesto and the July Charter in phases, adding that efforts are underway to build a just and equitable state.

He made the remarks during the inauguration of the Deputy Commissioners’ (DC) Conference-2026 held at the Osmani Memorial Auditorium in Dhaka at around 11:30am.

The Prime Minister said that poverty and unemployment have increased in the country and that national institutions have been “destroyed”. However, he stressed that the government is trying to find out solutions without increasing public suffering.

He also called on deputy commissioners to monitor electricity usage in markets and shopping centres after 7pm, urging them to ensure that caution is exercised in energy consumption.

The Premier instructed deputy commissioners to remain prepared to carry out duties in any part of the country when required.

He further said that every position in public administration must be considered highly important. “The government is not permanent, just as no position in public administration is permanent,” he added.

Earlier, Prime Minister Tarique Rahman inaugurated the four-day Deputy Commissioners’ (DC) Conference-2026 at the Osmani Memorial Auditorium in Dhaka.

The conference is organised every year to discuss, provide guidance and take decisions on various proposals related to the government's policies, development programs and public interest of the field administration.

Earlier, Cabinet Secretary Md Nasimul Gani presented the details of this year’s DC conference at a press conference at the Secretariat on Saturday.

He said that a total of 1,729 proposals have been received from the field administration ahead of this conference. After scrutiny, 498 proposals have been included in the working paper. Out of which, the maximum 44 proposals are related to the healthcare department.

He also said that a total of 34 working sessions will be held in this conference.

According to sources from the Cabinet Division, during the conference, the divisional commissioners and DCs will pay courtesy calls and exchange views with the President, the Speaker of the National Assembly and the Chief Justice.

From these meetings, they will take necessary directions from the top people of the state regarding their work at the field level.

In addition, separate working sessions of the DCs will be held with the Chief Election Commissioner (CEC) and other commissioners and with the Anti-Corruption Commission (ACC).
